Move PCR into 24.3 cross-cluster rep top-level move DR overview page to Resilience

Fixes DOC-11720

This PR moves PCR docs under the Cross-Cluster Replication heading with LDR. As a result, the DR overview has now moved under the Data Resilience top-level nav and DR has become Backups and Restores.

Also, added "self-hosted only" to the top of PCR pages since this change move the pages out of the "Self-hosted Deploy" section.
