DOC-11714 Available Metrics audit #19148

Fixes DOC-11714 DOC-11153 DOC-11331 DOC-11568 DOC-10982

(1) Updated metric-names.md to use information from _data/metrics files. (2) Added _data/metrics subdirectory with (a) metrics-list.csv generated using v24.3.0-beta.3 ./cockroach gen metric-list --format=csv > metrics-list.csv, (b) available-metrics-in-metrics-list.csv downloaded from Metrics v24.3.0-beta.3 google sheet and manually added 24.3 metrics and expanded job metrics, (c) available-metrics-not-in-metrics-list.csv manually edited from certificates_metrics.go.
