Issue Description

We have customers within Customer Success that want to subscribe to the mailing list for TAs. Adding a subscribe button dedicated to TA would be a welcome addtion.

@dbist we have to make this form on the Marketing side, but the actual signup modal could be on the Tech Alerts docs page. Let's discuss what would be best here

@meagan-g, @dbist, I'll close this for now. When we have a new sign up form to put in place, please reopen. Or let me know if we want the general sign up form on this page instead.

@jseldess We actually just built the form. You can use either the HubSpot form ID or the code below. I think this should be a bottom bar on this page: https://www.cockroachlabs.com/docs/advisories/index.html

The copy could be: Sign up to get technical advisories delivered to your inbox.
