Add "Scale from single-region to multi-region" docs #7471

There is currently a large gap in our documentation around scaling a cluster and an application from a single region to multiple regions. To cover this topic, we should create a document (most likely a tutorial page) that provides general guidance, along with an example, on moving to multi-region.
