Add more docs on what the various ogr2ogr flags mean #8996

We have some internal user feedback that it would be nice to know more about what the ogr2ogr flags mean that we are using in tutorials like Migrate from Geopackage

I have been hesitant to spend too much effort documenting an external tool, but I also have to admit that linking to their docs might not be enough, since it appears to be just an extremely terse man page. In particular the -lco argument's documentation says

-lco NAME=VALUE Layer creation option (format specific)

which is probably helpful if you are a developer who works on the GDAL library, but is not very helpful otherwise.
