sql deletes faq missing from CRDB docs on v19.2.x and up #9049

We seem to have lost this question on the 19.2 and up docs (its on 19.1.11 as of creating this issue).

The issue was fielded by a customer which asked if the slow deletes are no longer the case.

I don't believe there was a change to the product, so this seems like a mistake.
