need to set RELEASE_VERSION for instructions in readme to work

Specifically when I ran

crl-stage-binaries ${FULLNAME} all release

I got

RELEASE_VERSION is required for /Users/vilterp/code/production/crl-prod//crl-stage-binaries release

It worked when I did export RELEASE_VERSION='v2.1.0-alpha.20180702'; so that should be added to the instructions somewhere.
