A set of changes aimed at supporting AZURE cloud provider #114

This is a group of commits aimed at supporting AZURE as a cloud provider. It's separated by commits.

  1. fixed the dedicated cluster example in the README
  2. updated the cc cloud SDK to the version which now includes features marked as limited access
  3. Added a CHANGELOG.md
  4. Some updated notes on local development

I've gone ahead and requested review from all recent contributors here with the aim of getting buyoff and feedback around the CHANGELOG.md.
