This change adds additional linters to the github workflow:

CRDB Key Linter: checks for CockroachDB key patterns.
GitHub CodeQL sanity-check: discover vulnerabilities.
addlicense: ensures source code files have copyright license.
Go vet: examines Go source code and reports suspicious constructs.

Adding missing license headers.

Adding bug templates.
