I keep receiving random push notifications not intended for myself, but for other users on the same ZNC network. To my knowledge, no one else on the network uses this module, or Palaver in general.

This has been fixed in 3a2d34669e170feae569dff2096bca6762f5d947, thanks for reporting this @PoohBearIRC.
