Makefile now incorrectly selects C compiler #52

This commit https://github.com/cocodelabs/znc-palaver/commit/1a4818786e9abb5cf94cf722383104264824cd43 switches to "CC", which is the standard Makefile variable for the C compiler, as opposed to "CXX" which is the standard variable for the C++ compiler.
