Support cap-notify #59

This changeset adds support for cap-notify in ZNC 1.7 (this feature is not supported in ZNC 1.6).

cap-notify allows Palaver to know when the ZNC module was loaded or unloaded so it can setup push notifications without having to reconnect Palaver after loading the module.
