This pull requests updates the winrt build scripts to correctly build the libwebsocket static lib for Windows 10 UWP, Windows 8.1 Universal (Store and Phone). The build now uses the correct libwebsocket commit (SHA=15c92b1bf6a4562733b52e03b9e2f21421d180c6)
