webp not support for winrt project #15588

Hello, I found the solution for this issue: https://github.com/rickdu/webp_wp8

Sorry, I'm not a windows developer, so I can't make a good PR, but it really works on winrt (win8 & wp8)!

Hope it helps someone to add this feature to engine!
