bump cli version #116

for some reason we are pinning this version in the code and were not aware.

Bumping to the latest for now, we should look into this as it causes the CLI version to be frozen (most likely without need)

It seems it has always been like that, the env variable was added here - https://github.com/codacy/codacy-analysis-cli-action/commit/99e77c7ff5967c5c16b57fe82ee40e10551ce4b5 - but seems to be done this was since the beginning of the repo.
