Refactors the coverage error status troubleshooting table into separate sections.
This has two advantages:
Makes it much more straightforward to have permalinks for each error status
Makes sure that when users navigate directly to each error status they see the full troubleshooting table for that status, namely the heads that are required to correctly interpret the information
