Mitigation Confirmed for M-11 #21

Fix looks good. ETH may still become stuck in the contract but now it can at least be utilized when rebalancing effectively distributing to all stakeholders. I believe this is an adequate solution because no ETH can be maliciously locked in the contract meaning that all ETH in the contract is either small amounts of dust or accidentally there.
