Specify the minimum set of needed features for initial system #15

In 2018-11-26 meeting we made a go dec'n on using Webmaker+Rpi as the first stack, we defined the tech areas that had open questions (and needed further specification of as "features") as:

local storage
export/import function
authentication
url "retrieval" of sessions, as teacher

This means we should define the feature that would meet the needs in those areas, as well as be clear what/whether we have the skills to do so

here are a couple of things:

persistent URL's for student projects
offline account management
offline DB for syncing project info?
customize existing templates
push/sync student work to a website on publication
