Longer paused video loading #2471

⚬ PROBLEM: I have slow internet, but I want to watch 4K videos.

⚬ SOLUTION:
I want when the video is paused, it will download at least 5 minutes ahead, and preferably more.

⚬ ALTERNATIVES: Don't find.

⚬ RELEVANCE / SCOPE: Everyone with slow internet

⚬ "SIDE EFFECTS":
Who has very little RAM
