Changes to the Property form.

Fixed the following issues:

  1. Property name entered was not being captured.
  2. Added missing control Ids to all fields in the property form
  3. Changed the pagination button names to back and next (can be changed later to something more appropriate if needed)
  4. Housing Type dropdown changed to include a blank field value so that all housing types are captured. (previously the default was 'Apartment' type and hence, would not get selected and stored)
