Created the property search form

The second pull request is just because I did more work on the PropertySearch, so the first one is not needed.

This is still a WIP, but we now have successful searches against the DB and can populate the table with the results. @vg5ak is going to clean the styling up from this point as far as I know. Note that pagination details have not yet been implemented.

Once we have this component in good shape, I will start to work on the actual results table.

When we return objects from a change in state, do we need to return every piece of state to the newly assigned Object? Will need to modify the reducer if so.
Do we want to incorporate mapDispatchToProps at all to distinguish intent at some point?
Should we separate the state of the search results into a separate reducer that only handles that slice of state?

We should discuss some of these design implementations on the next call. Feel free to critique and review until then however!
