Updates:

README documentation, especially on tools, build, and deploy
user passwords can now use symbols
email-sending function firing properly
prevents default behavior of form submission allowing controlled functionality

The dev branch is what is currently deployed.

I think this PR is looking good. We should update the description with what it contains. We can add notes about the changes to the README, the strings, and dependencies/ package.json
