Serve site at root so it works at inclucivics.org #174

If you go to inclucivics.org, it hangs, but the tweaked url without /inclucivics subpath brings back a valid css file: http://inclucivics.org/static/css/main.8177929b.css

Sorry, @pjprogrammer1953, we do not control the notifications. You will have to "unwatch" the github repository to stop receiving emails etc. You can also control your notification settings in github so that you only received notifications on your github dashboard, but not forwarded to email.
