This one's another pretty big one. There are two-three parts:
parse the data
make it available via an api
do something cool using that api
I'd try to scope this one down by assuming a tool to aggregate data such as socrata. I'd say this is a medium to large. 4-5 people depending on how complex the input dataset is.
Agree that it's big in scope, but it really depends on the participants.
Parsing the data is challenging, but potentially doable for participants with deep knowledge of ML-powered tools that can read and interpret PDFs (with some manual intervention).
This sounds like a 2h task for the right participants. Not super challenging.
If participants aren't experts in parsing, but are experts in viz, some of the data can be manually transcribed and different visualizations could be explored.
