Setup proxy server using an automatic configuration file #892

It would be nice to be able to setup proxy server using an automatic 
configuration script (usually .pac file). It is supported at least by IE, 
Firefox and Chrome.

Not sure what the format of this file is.

Version used 0.10.0 on Windows.

Attached chrome network settings where you can see it.
