Cannot permanently select English language on a non-english system #900

What steps will reproduce the problem?

1. Install Arora on a non-english system
2. Select "English" language via "Help" menu
3. Shutdown and restart Arora >= 2 times

What is the expected output? What do you see instead?

The language will fall back to the system locale instead of staying "English".

What version of the product are you using? On what operating system?

Windows, OS/2
