Universal Installer for uPy Tools #14

1) Test the installer Ludovic Built
2) Ensure that Google Code downloads get counted if initiated from Installer
2.5) Will this install Sci-Viz and do other prerequisites (python path, unblock 
etc) or is that a separate step?
3) Replicate test for all OS and Hosts
4) Replace old install instructions with new process

Done.  autopack_3dsMax_103.msi version is tested and stable on 3 alpha testers 
and Ludo and Graham's machines.
