What steps will reproduce the problem?
1.Install BlurOffline_2011-10-17_install_11301_64 on Windows 7
2. Start max 2012 SP2
3.

I expect the max to start and load the blur plugin

BlurOffline_2011-10-17_install_11301_64.  Max 2012SP2.  Windows 7

"The program can't start because MSVCP100.dll is missing from your computer." I 
am on Windows 7 and Max 2012

have you installed Microsoft Visual C++ 2010 x64 Redistributable?
it's necessary for max2012.
i attached the installer for x64..
