Cross references in commentary don't show in popup preview window #139

What steps will reproduce the problem?
1.Install attached example commentary 
2.turn off Display / Expand cross-references
3.go to Gen 1:1
4.hover over the x in the testcom commentary for the 5th example style.
5.the popup window will come up with links but without the verse text 
showing.

What is the expected output?
a popup window with reference links and verse text

What do you see instead?
links with no verse text

What version of the product are you using? On what operating system?
0.4.5 on both Windows 7 and Windows XP

If the problem happens with one particular module (Bible, commentary,
dictionary, or book), what module is it?
see attached OSIS formatted test commentary source
the test module was created with OSIS2MOD ver 2478

Please provide any additional information below.

Basically, what's happening is it is treating these cross-references as being 
to the same version - i.e. the 
commentary. As most of the commentary is empty, nothing is showing up.

This is fixed in r972
