Harmony and Manage Topics should remember window AND frame sizes #162

Why is this feature needed?
The same reason BPBible remembers main window layout and frame sizes ;)

What problem will it solve?
Saves time and eliminates the pain of maximizing those two windows all the 
time. It's not so much the maximizing (that could be done fast with a keyboard 
shortcut), but the size of the frames. 

E.g. in Manage Topics the left frame is too small if topic names are fairly 
long, and you need to move the separator with a mouse to resize the frame every 
time. Same applies to Harmony window.

Make sure that the separator position is remembered as well as the window sizes.
If the window is resized it may need to do some kind of smart resizing of the 
separator, but I'm not sure about that one.
