Anchor tooltip doesn't work in the Manage Topics window #172

What steps will reproduce the problem?
1. Select a passage in the Manage Topics window.
2. Hover over one of the references, and anchor the tooltip.
3. Rather than anchoring, the tooltip disappears.

This appears to have regressed in version 0.4.6.
