Toggle Comment affects wrong line

What steps will reproduce the problem?
1. Position cursor on a line
2. Press Ctrl 1

What is the expected output? What do you see instead?
The wrong line is commented out, usually some lines above the line where the 
cursor is currently.

What version of the product are you using? On what operating system?
Editra 0.7.12, Win 7

What method of install was your version installed with (Binary/Source)?
Binary

If from source: What version of python and wxPython are you using?

Restarted Editra and the problem is no longer reproducible.
