Glitch in ftoa and dtoa #148

In the ftoa and dtoa numbers between -1 and 1 are not handled by the correct 
if-check.

the attached will go to the right file. Some systems (of user) did a wrong 
conversion. This patch fixed that.

Could you give me your comments on the patch?
