Follower info for user, not self #230

At the moment, as I understand it, it isn't possible to get things such as 
GetFollowers, GetFollowerIDs, GetFollowersCount (etc...) for a specific user. 
Am I mistaken? If so, then how do I do it? 
If not, is there something I could download (and how) that would fix this 
problem?
