chiptune plugin improvemnt/ports #579

qmmp's chiptune support is lacking when compared to plugins I've used in other 
players. It would be nice to see them improved to match the quality of these 
plugins, and add formats that have appeared over the last few years; 
alternatively it could be scrapped in favor of porting these plugins (such as 
Alpha-II's SNESAMP plugin for Winamp) to qmmp.

Qmmp uses game-music-emu library: http://code.google.com/p/game-music-emu/. But 
if you know about another free open-source library just create new issue.

PS I've ported gme plugin for ms windows.  I hope it should cover some chiptune 
formats.
