NCIS error

i downloaded the  file with this 
tab:

Executable file for windows (xp, vista, seven, 8) : 
texmakerwin32_install.exe (Qt5 - 53.9 Mo) - Alternative download link 
(works on windows 32 and 64 bits)
Installation : Uninstall first all previous version and run the install program.
Portable version (xp, vista, seven, 8) : 
texmakerwin32usb.zip (Qt5 - 51.3 Mo) - Alternative download link 
(with this version, the settings file is recorded in the the same directory 
than the program)
(works on windows 32 and 64 bits)

but gives me NCIS error. i dont know what is wrong... I did it 3x but same 
thing happened.
 im so sur ethat my net speed is ok coz im not getting any problems with it.
