I found the fix for this problem in another post,

running winamp in compatibility mode (vista) will solve this problem.

So i guess your plugin has some compatiblity issues with windows 7.

Erm... well it's made for Win7 :P
Are you sure you're not running Winamp as admin?

running as admin still doesnt fix it, only way was to set the compatibility 
mode to vista.
