Adding elements to roslaunch spec. #25

Cleaning up 'roslaunch.rnc': reordering elements to match spec on http://wiki.ros.org/roslaunch/XML. Adding missing elements and attributes and removing deprecated master element.

I will try to find time to test it this week, otherwise it might have to wait until right after the IROS deadline on 01.03.
