initial setup of biome #999

Denne PRen er et første oppsett av biome, som på sikt vil erstatte eslint. For nå brukes biome kun til å linte ny doc site og next demo appen. På sikt vil dette uvides til at mer og mer flyttes over fra eslint til biome.

Biome er konfigurert opp til å enforce kebab-case på filnavn. Dette er tilsvarende vi har satt opp i grunnmuren-extended.

Har satt opp biome til å kun linte. Vi beholder prettier pga sortering av tailwind klasser.
