Items need a unique Global Identifier #9

this however needs the data to be saved in the global wikidata instance, meaning the data will no longer be local to the PIK. we need to clarify if we need to use the globally defined items and property ids or use local ones (which might make porting to wikidata task on its own)

the items and properties are going to use local identifiers and not the global ones from Wikidata, meaning Team 3 would have to change the ids using in Scholia to match local ids
