If you think the department will be interested in having a compositional component to the course, it might be compelling to make it:
NIME: New Interfaces for Musical Expression Creating and Composing Interactive Performances
This way it makes it clear that we're trying to take it an extra step and include some compositional tools of expression for students and their NIMEs. What do you think?

I'm sure either way would work, but it makes more sense to me to have "creating" first. My reasoning is that creating the NIME would come first, before students compose and perform with it.
We could also do something like:
New Interfaces for Musical Expression (NIME): Learning to Create and Compose Interactive Performances.
