BUGFIX; Syslogging

Syslogging implementation. Includes the following changes

• when outputting alerts, events, or audit-log events, the logger is only init once
• output option now accepts a string
• ensure port is passed as an integer and protocol is the corresponding value str when connected the logger
• adds logger and handler test files
