+1. Looks good to me, and I think it makes the same point a bit more eloquently than was in there previously.

The big diff, AFAICT, is that is somewhat softens what we had in there before. Making someone uncomfortable isn't in there anymore. I'm OK with that change, but I want to be sure this is the desired effect of this change.

You've got it. That is the idea, and I think is a good change.
This is the really hard part, and what @gloriousgeneralist and @mjgiarlo have raised are getting at. You want to hit the nail on the head the first time if you can, but we can revisit it later if need be. At least we are not approving this in a giant council using Robert's Rules of order. This past May, CAUT updated their Anti-harassment statement and we had 1.5hr debate over the word vexatious. I've never seen Robert's Rules go that deep.
This is the CAUT definition: "Harassment is any vexatious comment or conduct against someone that is known or ought reasonably to be known to be unwelcome. It includes harassment on the prohibited grounds identified under provincial human rights codes, as well as sexual, psychological and personal harassment."
