Fix missing word and other minor changes #20

I'm pretty much in support of these, but what's the motivation for removing the potential sanctions? I think having those as a reference somewhere (even if they're not here) might be useful.

I had the exact same response. A list of potential sanctions should exist so that people aren't surprised when a sanction is either far stronger or far weaker than they expected.

I'm not sure why Karen removed it. It does seem to make sense to leave it in, although I think one of her goals was to make the document less punitive-sounding.

This has been languishing and ought not.

I have incorporated the uncontroversial and still relevant changes in #50 . If someone would like to mount a renewed case for the controversial ones, please open a new PR and lay forth your case in the comments.

I will now close this as superseded by #50 and by any hypothetical additional PR addressing the removal of specific sanctions.
