Incident/Community response - addition to CoC

Can we incorporate the following text about Incident and Community Response [1] to the repository? It can either be incorporated as a supporting document that is referred to in the CoC, or incorporated in the main document itself. Either one is fine with me.

Also, apologies for the typos. I typed this at 6 am this morning before consuming tea.
