Provider updates for http://www.openarchives.org validation #48

Primarily focused on two things getting a record with an invalid identifier should return an error and date parsing should be ISO8601 according to http://www.openarchives.org/OAI/openarchivesprotocol.html#DatestampsRequests

This is good stuff (thank you especially for the test), but needs a rebase. Closing this in favor of #97 (rebased)
