As a local government body, we want to compare our level of representation against other cities, so that we can brag about how much more representative we are than other places.

Definition of Done:

[ ] A local official from a well-represented community can find a community that is less representative than them
[ ] A local official can view how much less representative that community #2 is from theirs
[ ] A local official can share how much more representative they are (e.g. nudge to take a screenshot, social media share buttons)
