As an advocacy program manager (i.e. Emily's List), I want to see a number of the most underrepresented counties so that I can target my funds to increase representation there. (5)

Definition of Done:

[x] The advocacy program manager can easily access the list/table if they were to decide to target a county that is under-representing women.

Tasks:

[x] Build a table to display 3-10 of the least representative counties.
[x] Allow people to toggle between the data by score.
[x] Display the results in a table underneath.
