Replicate the Marketing/Logged-out contest-tile part of this issue (relevant commits etc are linked in this issue too):

Notes:

ContestTile Dropdown Links

• Need to add prop to contest tile to ignore dropdown links and make sure they are set to the empty array (return early) near the start of the relevant useeffect block
• This will require detecting appLayout on the frontend and handing it into the component (need to decide whether to make the prop relevant to appLayout or just a general bool hideDropdownLinks etc)
