Describe the bug
When a location is set for a service, the card displays only the city and not the county. As there are several cities with same name in different counties, it is necessary to display the county.
To Reproduce
Go to List of services page on the public portal (current staging)
See a service that has a location set
Expected behavior
Card should display (Pin icon) City, County
